Have you seen this quote before? The Benjamin Franklin quote seems to end up in a variety of forms, and I feel certain that the one you ask about is just one of those forms. It is almost certainly NOT by Thomas Jefferson, in any case. My advice is not to accept a quote by Jefferson unless it has the source attached. Most of those floating around the internet are not by him.
