It was in answer to a set of questions sent to the governors of all the states (actually rebellious colonies at the time), but Jefferson (governor of Virginia at the time he wrote his answers) was the only governor that took the time to provide full and complete answers to the questions. "Notes on Virginia" includes a huge amount interesting detail on the geographic, political, economic and demographic aspects of Virginia. It also includes a lot of Jefferson's viewpoints on everything from slavery to Indians to constitutions and representative government. It is not a lengthy book, and the full text is included in the Library of America volume of Jefferson's Writings, which should be available from almost any public or college library.
